The competition, announced by the Department of City Planning of Tbilisi, was meant to design a residential house for working class citizens. The core Idea of this competition was to solve the problem of unregulated
and spontaneous urban sprawl in suburbs that occurred in the metropolitan area of the city.

The Planning department decided to require all architectural projects to follow all zoning requirements
and get a pre-approval. The requirements were that the design be: easy to build, economical, with an integrated garage, and a north facing orientation on the site. The design motto was: versatile, utilitarian, and monumental.
